Penal is situated south of Debe and north-east of Siparia. It can be accessed from San Fernando by the San Fernando-Siparia-Erin Road. Some of the communities of Penal are Charlo Village, Clarke Road, Mendez Village, and Syne Village.
Cinema: In 2002, Penal had one operating cinema: Regent, at Clarke Road Junction.
Calypso: Penal is the birthplace of songwriter Winsford Devine who penned many hits for several calypsonians.
